Enhanced Due Diligence Obligations for Companies:

    2. New EPR Regulations for Textiles

    EPR Textilien-1

Since January 1, 2025, all EU member states are required to implement separate collection of textile waste.

This is part of the EU initiative to promote the circular economy and reduce the environmental impact of the textile industry.

Some countries, such as the Netherlands, France, Hungary, and Latvia, have already taken specific measures to implement this obligation. These range from the introduction of municipal collection systems to funding programs for textile recycling.

Under the extended producer responsibility (EPR) framework, textile manufacturers will be accountable for the entire lifecycle of their products โ€“ from collection and sorting to reuse and recycling. The costs associated with this will be used to build and improve recycling infrastructure.

    Oregon:

    • Implementation starting July 2025: From July 1, 2025, manufacturers will be required to participate in a Producer Responsibility Organization (PRO). Colorado:
    • Sustainable Packaging Coalition: In 2022, Colorado passed Senate Bill 22-1355, which introduces a registration requirement for manufacturers and distributors of packaging. Registration with a PRO must be completed by October 1, 2024.

    • Sales Ban without Participation: Starting July 1, 2025, products with certain packaging materials may only be sold or distributed in Colorado if the manufacturer participates in the program or has an approved individual plan.

    • Contribution Payments: The first annual contributions from manufacturers to the PRO are due by January 1, 2026.
