Registration Requirement from 2024: Ready for Packaging EPR in Denmark?
Denmark is on the verge of implementing the current EU Packaging Directive, becoming the last EU country to do so. The operational system for Extended Producer Responsibility (EPR) will come into effect from January 1, 2025. However, a registration requirement for affected companies will be in force from as early as January 1, 2024.
This means that you need to register your company with DPA (Danish Producer Responsibility) and report the expected quantities for the entire year 2024 in the first quarter of 2024.
Which companies are affected?
Affected are companies that place packaging on the Danish market, such as manufacturers, Danish importers, wholesalers, and foreign e-commerce businesses.
Sales and transport packaging are affected:
Primary packaging (sales packaging)
Secondary packaging (grouped packaging)
Tertiary packaging (transport packaging)
Service packaging
The following types of materials are affected:
Cardboard
Paper
Plastic
Glass
Aluminum
Metal
Wood
Food and beverage cartons
It is also noteworthy that producer responsibility applies to both household and commercial packaging. Both types need to be reported.
Impact on affected companies
From January 1, 2025, manufacturers and distributors must fully finance the operational system. It is important to prepare for these changes in advance to tackle potential challenges and ensure compliance.

The planned fee collection for Extended Producer Responsibility (EPR) in the packaging sector, originally scheduled for October 2024, has been postponed due to ongoing economic challenges and discussions about system design. The Department for Environment, Food & Rural Affairs (Defra) announced on July 25, 2023, that payments will now start in October 2025.
What does this mean for your company?
Despite the postponement of fee collection, affected companies must continue to document and report the quantities placed on the market according to the previous schedule.
While the introduction of EPR may be delayed, companies must still report quantities and adopt environmentally friendly materials to meet the upcoming requirements.

Extended deadlines for prevention and eco-design plans in France
According to Article 72 of the AGEC Law, manufacturers in France are obligated to create a five-year plan for environmental pollution prevention and ecological design. This plan aims to:
Reduce the use of non-renewable resources
Increase the use of recycled materials
Enhance the recyclability of products in French processing facilities
Extended submission deadlines for prevention plans Given the complex requirements of these prevention plans, two take-back systems have extended their submission deadlines:
Citeo (packaging) until October 15, 2023
Re_fashion (textiles) until September 15, 2023
Joint plans
For companies manufacturing packaging, Citeo offers the option to join a joint plan. This joint plan will be considered in the summary that Citeo must submit to the ministry.
